About Garment Design and Training Services Centre
Introduction
The Government of the Hashemite kingdom of Jordan realizes the importance of providing sustainable technical services to its garment industry through establishing a specialized services center to help develop this sector to overcome the increasing challenges faced and at the same time exploit the recent opportunities offered by the free trade agreements with the EU and the USA and the QIZ (Qualifying Industrial Zones).
A formal request for financing the project was submitted earlier to the Government of Italy, in the framework of the co-operation agreements between the two countries.
The project was formulated following the results of an appraisal mission, carried out by team of experts of the Central Technical Unit, Directorate General for Co-operation and Development, Ministry of Foreign affairs of Italy.

Overall Objectives
The project is meant to contribute to the development of manufacturing industry in Jordan , through improving the performance, productivity and competitiveness of the garment industry. -
Project Purpose
The project aims at thrusting the development of small and medium scale enterprises (SMEs) in the garment and clothing industry, which have good prospects of growth in the national and international markets, partially through the setting up a center to provide of specialized technical services. -
Results
The expected outputs of this project are the following: - At Centre level
- A well-established functioning structure for supplying technical services to the garment industry;
- Well trained personnel of the centre;
- A sound support methodology to the enterprises, acquired;
- A full range of information services provided for the enterprises;
- At enterprises level (client base)
- Professionally trained human resources;
- Knowledge and expertise in pattern design, marketing, quality control and maintenance, developed;
- Technical, commercial, management and organisational aspects, improved;
- At sector level
- Productivity improvement and exports increased;
- New employment opportunities generated.

- For setting up the Centre,
- For starting up and managing the Centre;
- For consulting services provision to the garment enterprises;
- For the promotional campaign of the Centre,Information services activities.

- Italian contribution
- Expatriated experts, to be employed in Italy and in Jordan, for project co-ordination and design, technical assistance, training and consultancy,
- Local experts, to be employed in Jordan, for training and consultancy,
- Equipment for operating and running the Centre,

- Jordan contribution
- Local personnel for managing and running the Centre,
- Infrastructures, suitable building and relevant facilities,
- Operation and maintenance of vehicles,
- Running costs of the Centre.

Organisation and structure
According to Italian Development Co-operation rules, the Directorate General for Co-operation and Development will select, through a competitive bidding procedure, an Italian firm for the procurement of services and goods.
The Jordanian side will provide for the rehabilitation and restoration of a building located in Amman , selected as the location of the Centre, which shall be fully equipped with suitable furniture and connected to water, power supply and telephone networks.
- A steering committee, composed of:
- one representative of the Italian Government,
- two representatives of the Jordanian Government,
- the Project Leader (Italian)
- the Project Co-ordinator, Executive Director (Jordanian)
- Timing
The outline of project activities is expected to be as follows:
First Year
- setting up and putting the Centre into operation,
- carrying out training for the Jordan personnel in Italy and in Jordan
- starting up consulting services to garment enterprises.
- running the Centre at steady state: technical assistance and training carried out by the PIU and local consultants, duly trained;
- optimizing the service structure, including training programs and technical assistance,
- gradually overtaking expatriated experts by local ones,
- defining the working methodology with SMEs
- Project financing
The Government of Italy and the Government of Jordan will finance the project jointly.- The Government of Italy will cover the costs related to the provision of items listed under (5. a).
- The Government of Jordan will cover the costs related to the provision of items listed under (5. b).
